Does the people in Australia call the rest of the world "up over"?

No, you are down under. All the maps are wrong, Antarctica is at the top and remote burgs like Paris, London and New York are at the bottom.
Most Australians don't think much about other places except when they choose to go on holidays oversea in which case they refer to their destination by its name i.e America, Europe, Asia etc.

It is other people who call Australia down under. Australians don't use that term.

Commonly we refer to other countries as overseas and I've heard people as calling us Aussies as 'living down under' but I don't refer to myself and my country as that.

I agree with the rest of the Aussies here - I have never heard an Australian say they were from "Down Under" - with the exception of the Men at work song from the 1980's - "Land Down Under"
