Can anyone recommend any cheap but nice accomodation in Banff Canada for February next year?

Unfortunately there isn't much that is cheap in Banff, especially at that time of year. Minimum for hotel would probably be around $120 a night (at least). You might want to look at accomodation in Canmore, it's just outside of Banff National Park, and occasionally you can get rooms a little cheaper. If you go to www.travelalberta.com they should have a listing of hotels in that area. I always like to stay at Tunnel Mountain Lodge, but I haven't been for years, so I don't know how nice it is anymore.
There are quite a few B&B in Banff, and there is a great hostle too (Sorry I can't remember the name) and it will be busy in Feb. The town itself is small enough that you can walk anywhere. Canmore is a good option too. You should think about booking far ahead as that is a busy time - and they are ALWAYS busy.
There are tour buses literally by the dozens to take you to the mountains from anywhere at anytime. It's incredible, the town is built to cater to the tourist industry. You won't have a problem.

I stayed in the Banff Ptarmigan Inn which is 5 minutes walk from the centre of Banff and the bus to the ski areas stops right outside. Whilst not that cheap you may want to contact http://www.banffinfo.com/. I contacted them and they got me accomodation, ski hire, told me local places to go etc. A great site and the people are all local so good info.

i was in banff last tuesday and stayed at a hotel called Bow View Lodge, that was in the centre and was really nice it was $120 for the night which i didn't think was all that bad,
