It depends. Turkey has a lot to offer, as does Cyprus. Use a search engine and find things you would like to do while you visit and then compare.
I have not been to Cyprus. However, I did visit Turkey for a week last November. It was amazing! The people were awesome. I saw many historical and beautiful sites. Ephesus was awesome. The coastal region (near Ephesus) was also nice. The hills and valleys reminded me of Napa Valley, California. Istanbul was very nice, although I'm not a big city fan.
If you go to Turkey be careful about how you dress. I was wearing Hawaiin board shorts and a white t-shirt and I was likely the only person in the entire country dressed like that. It was crazy to see how many people were wearing long sleeves even when the weather wasn't cold (imo).
I preferred Cyprus to Turkey. Paphos is a really beautiful place with a lively nightlife and the area is full of 'things to see and do'. I advise checking out the baths of aphrodite.
my brother in law and his wife swear by turkey they have at least 2 holidays a year there

sorry, I've never been to either but I highly recommend Monaco
