Would i be welcomed to live and start a business in India?
I am considering leaving England for many reasons, and having spent 6 months in India a few years back am considering India, possibly Goa.

How much in £ or Rp would I need to live a comfortable life each month, and how would I get a pan tax card/number, and what else would i need to know

you should consult the Indian Embassy and contact business sectors you are interested in in India. You will of course need to sort our your visa etc but it shouldnt be a big hassle.
India is a lovely country (and I may be biased because I grew up there) and I would go back there anyday ! The people are so loving and so warm, trust me you are NEVER on your own there ! theres always someone to help, always someone who asks you 'do you want something'.
I know a few English people who work in India. You need to first ascertain what job you want to do - and contact companies in India -
Dont compare your GBP earnings to the Rupees earnings you may be offered - the Indian salary will look like peanuts. although there are many many multinational companies in India who usually pay British and some other foreign nationals much higher salaries than locals. At any rate, you will have a comfortable or maybe even a luxurious lifestyle there.

Yes but india is not a very suitable nation for carrying about business.specially cities like kolkata,and some of the north-eastern cities.but you are free and safe to live within the country.
