Probably Edinburgh, but avoid London it's a frickin' nightmare. Conversely there are some great nights out in Cornwall - Torpoint (of all places, would you believe) was voted in the top 5 of New Years p**s ups. Newquay is great too - probably not quite so cultural though.
Florence.

The Auld Shillelagh. Church St Stoke Newington London.
Groningen, the Netherlands. A small city in the north of the country. I lived there for six years, and New Year's was always the best craic . fireworks and champagne on the streets. Everyone goes a little loopy, including the publicans.
Puerto Rico, Gran Canaria or bed with a selection of male models.

There will be alot of people outside on teh street, bar hopping as you can get into local bars without any problem its just packed.
