In Dubai they have loads of qualified electricians (mostly from Pakistan) who work for, perhaps, a Dollar per hour.
your best bet would be to look in the uk for jobs over there look in the big companies
The only suggestion I can make is that you phone the Saudi Embassy and inquire about a work permit first. If you work with a company they are normally contracted to do the job.if you are self employed and wish to reside there then you must speak with their embassy or check via the Net.
Women electrician are very rare, you must abide by Saudi Law to wear the Abiyah, you are not permitted to expose your legs otherwise they take offence. So think about your future in Dubai.

I have worked overseas for many years (I retired 3 years ago)!
I got my first overseas job with an American turbine company in Saudi, I found it advertised in The Daily Telegraph' UK newspaper, the ads are still there, usually on Thursdays, under 'Engineering'! Try it, don't worry about the trade they are asking for, they are normally all agents and if they are asking for 'pipefitters' for overseas contracts send them a letter and CV tell them you are looking for electrical work. Send as many CV's to as many agents as you can find!
There are lots I cant tell you because I don't know all your details, I always keep an eye on these ads, I have always used them and I have never been out of work! Unless by choice.
"Qualified electrician"could mean anything, I was a control engineer which I suppose could be classed as a 'glorified' Instrument Tech!
The salary for a qualified UK electrical engineer in Dubai would be around £45k a year, tax free if you stay out of the UK for long enough.

If you are a domestic electrician or the likes then you don't have much chance, they need industrial people out there, with experience, and people who wont easily get home sick!!
Dubai mostly Asian work for very little wage.
