Maybe you need to talk to this person and find out why he is doing what he is doing. Most people that do drugs do them for a reason. Something happened to them in the past that they are covering up and the drugs take the pain away. Find out what has happened and help him. If he is as bad as you say get him to check himself in to rehab or call the police to have him removed!
