Why does the captain turn off the lights inside the aeroplane, when its coming in to land or taking off?

The lights are made dim so that passengers’ eyes get accustomed to the darkness in case there is an emergency on takeoffs and landing. The exit signs and placards which are illuminated are seen better with cabin lights off.
