I assume you are reffering to immigration. It's all done on a points system now so, as they say "points means prizes"! Top up your points with excellent French skills (maybe your kids could do some too) and maybe do some short courses to add to you employment skills.
A four year waiting list for what exactly - to travel, get a visa, citizenship, jump down niagra falls? Your question is to vague.
So what? Having kids doesn't give you any right to get here any faster.
