What is the point of the Tolls on Swinford Bridge?

It's a century's old law that the people crossing the bridge at Swinford in Oxfordshire have to pay 5p to cross it; the queues and pollution caused will cost much more than that! See http://www.janetomlinson.com/journal/ind.

Answers:
To pay the wages of the person collecting your toll.

Revenue.
They need the revenue to keep up with the costs of running the bridge, upkeep of the bridge, costs of repairing the roads, etc.
