You should be able to find the answers to your questions on this site called Immigration and Citizenship Canada. It is an official website from the Canadian government.
Good luck!

Actually I know someone who will be coming to Canada from the U.S. on a Skilled Worker Visa and she didn't have to look for a job first. What she had to do in that specific process is:

1) Fill out a Citizenship and Immigratio Canada application, including a skills self-evaluation test to ascertain her employability in Canada, a history of employment in the U.S. and a security clearance file.
2) Send in the application with a letter attesting to her ability to speak one of Canada's official languages.
3) Wait. (it takes up to a year before you get an initial assessment).
4) Go and get a medical exam done.

That's where she is in the process right now. The whole thing - including file processing fee and landing fee - is about $1,000.
Go to Canada House, Consular Section - they will answer all your questions. You might want to
compare the average salaries in Canada versus those in the USA.
If you prefer Canada, I suggest you check out Victoria, British Columbia.
