On the Elephant & Castle Roundabout (London, England for you guys around the world) There is a shiny building?

The big silver box in the middle of the roundabout is the Michael Faraday Memorial. It also contains transformers for the Northen Line.

I think it's to do with the Underground station as there are entrances on both side of the round about (maybe air vent)

It could be the Metro Central Heights which occupies the roundabout with Perronet House (which are basically council falts).
The Metro Central is a development of flats and apartments and is now one of the most sought-after properties in London.
The wonderul tinfoil building is the Metro Central Heights and Perronet House block of flats. Designed by Erno Goldfinger in the 1960s (of course!), the flats were converted six years ago from a disused Department of Health building. They sit right on the Elephant and Castle roundabout and have front row seats for the noise and congestion beneath them.
I went in London twenty years ago (I'm italian) and I stayed in a hotel in Elephant & Castel zone..
