How do i get a skipper license for a barge?

Hire one from a reputable company and they "show you the ropes!
we didnt actually get a licence when we did it last year just proved to the staff we were competent

Thats depends where you are, If you are in the UK contact the MCA, if in the US contact the coastguard for details of what you need to do.
