I've been discussing this with my Japanese husband, and we're not aware of any specific date on which Winter always begins. He just says that December, January and February are thought of as being Winter - March, April and May are considered Spring - and so on..!

That doesn't mean that someone, somewhere, in some laboratory for example, hasn't decided that a particular date is the start of Winter - it just means that we, personally, haven't heard of such a thing!
